Who Licenses Australian Bookmakers?

Most of the big Australian bookmakers (Sportsbet, Bet365, Ladbrokes, PointsBet, etc.) are licensed through the NT, which has been the home base for corporate bookies as long as we can remember. Most of the smaller bookies tend to be licensed through Liquor & Gaming NSW or the Victorian Gambling and Casino Control Commission.
